Working on a over simplified manual controller for yourdyno PSU

Hi!

Im trying to get a over simplified manual controller for the yourdyno psu for testing  out my eddybrake

Using a basic arduino to convert my 0-5v input to the 50/100hz 0-5v pwm output that is specified in the manual for the psu . 
The code is overly simple but i have a hard time getting it to work .

Is it really not pwm but 0-5 input that is needed to the psu ?

The on/off led on the psu that is .... is blinking and that doesnt seem right.

All electrical connections is verified and working including the brake itself.

It needs a 0-5V 100Hz 0-92% PWM signal.
